आपदा प्रबंधन के लिए सरकारी विभागों  और गैर सरकारी संगठनों को सशक्त बनाया जाएगा -उपायुक्त

उपायुक्त डीसी राणा ने कहा कि आपदा प्रबंधन में त्वरित प्रतिक्रिया के लिए जिले में गठित सरकारी विभागों और गैर सरकारी संगठनों के समन्वय पर आधारित प्लेटफार्म को और सशक्त बनाया जाएगा । वह आज जिला आपदा प्रबंधन प्राधिकरण के तत्वावधान में शीत ऋतु के दौरान की जाने वाली विभिन्न  प्रबंध-व्यवस्थाओं  की समीक्षा के लिए बचत भवन में आयोजित बैठक की अध्यक्षता करते हुए बोल रहे थे ।

उन्होंने यह भी बताया कि अगले छह  माह के भीतर पंचायत स्तर पर युवा स्वयंसेव कों राहत एवं बचाव कार्यों के लिए प्रशिक्षित किया जाएगा । 

बैठक के दौरान अध्यक्ष जिला परिषद धर्म सिंह पठानिया भी विशेष रूप से मौजूद रहे ।

जिले की विषम भौगोलिक परिस्थितियों के मद्देनजर उपायुक्त ने एडवांस स्नो सर्च एंड रेस्क्यू से संबंधित  कार्यों पर जोर देते हुए एसडीएम तीसा और पांगी को  गृह रक्षा एवं नागरिक सुरक्षा के जवानों  को  अटल बिहारी बाजपेई पर्वतारोहण एवं संबंधित खेल सेवाएं संस्थान मनाली में प्रशिक्षण के लिए कार्य योजना बनाने को भी कहा ।

उन्होंने कहा कि सभी एसडीएम पंचायत स्तर पर चयनित किए गए युवा स्वयंसेवकों को आदेशक गृह रक्षा एवं नागरिक सुरक्षा के माध्यम से  जल्द    प्रशिक्षण कार्यक्रम आरंभ करवाएं । 

उपायुक्त ने कहा  कि   पंचायत चुनाव भी शरद ऋतु के दौरान होने हैं ऐसे में सभी संबंधित विभागों के जिला  अधिकारियों को अपने प्रबंधों को पुख्ता बनाए रखना होगा । उन्होंने इस संबंध में सभी महत्वपूर्ण विभागों के जिला अधिकारियों को एक सप्ताह के भीतर कार्य योजना बनाने के भी निर्देश जारी किए ।

उपायुक्त ने कहा कि मौसम से संबंधित जारी अग्रिम चेतावनी  को नजरअंदाज कर    संवेदनशील क्षेत्रों की तरफ रवाना होने वाले पर्यटकों के लिए भी पुख्ता प्रबंध व्यवस्था अमल में लाई जाए ।

उन्होंने  ग्रामीण स्तर पर बर्फबारी और भूस्खलन से होने वाले नुकसान के प्रारंभिक आकलन को लेकर खंड विकास अधिकारियों को कार्य करने के निर्देश भी  जारी किए ।

लोक निर्माण विभाग द्वारा सर्दियों के दौरान बर्फबारी और भूस्खलन से बाधित होने वाले सड़क मार्गों की बहाली को लेकर  किए जाने वाले कार्यों की समीक्षा के दौरान उपायुक्त ने कहा कि विभाग द्वारा ठेकेदारों के माध्यम से प्रयोग किए जाने वाली मशीनरी और संबंधित उपकरणों की उपलब्धता को प्री टेंडरिंग  के आधार पर करना सुनिश्चित करें ।

उन्होंने जल शक्ति विभाग के अधिकारियों को  बर्फबारी वाले स्थानों में अतिरिक्त पेयजल व्यवस्था सुनिश्चित करने को भी कहा ।

उपायुक्त ने जिला खाद्य एवं नागरिक आपूर्ति नियंत्रक को दूरस्थ क्षेत्रों में पर्याप्त मात्रा में अग्रिम खाद्यान्न उपलब्ध करवाने और अतिरिक्त मांग के लिए  निर्धारित कार्य योजना के तहत व्यवस्था को सुनिश्चित करने के निर्देश भी जारी किए ।

जिले के दूरस्थ क्षेत्रों में संचार व्यवस्था को लेकर उप पुलिस अधीक्षक चंबा अजय कुमार ने बैठक में अगवत किया कि सभी थानों और चौकियों में संचार के लिए बेहतर पुलिस नेटवर्क मौजूद है । उन्होंने यह भी बताया कि कुछ क्षेत्रों में  वी-सेट के माध्यम से संचार व्यवस्था सुनिश्चित की जा रही है ।  संवेदनशील क्षेत्रों में सेटेलाइट फोन के माध्यम से भी संचार की व्यवस्था उपलब्ध है । उपायुक्त ने सेटेलाइट फोन के बेहतर और समुचित उपयोग के लिए बेस स्टेशन स्थापित करने को भी कहा ।

बैठक के दौरान जिला स्वास्थ्य अधिकारी ने विभाग द्वारा किए जाने वाले कार्यों की भी जानकारी प्रदान की । उपायुक्त ने कोरोना वायरस संक्रमण को लेकर एहतियातन किए जाने वाले विभिन्न कार्यों की समीक्षा के दौरान सैंपलों की जांच को बढ़ाने के भी निर्देश दिए ।

बैठक में आगामी पंचायत चुनावों को लेकर किए जाने वाले विभिन्न कार्यो की समीक्षा भी की गई  ।

बैठक में कार्यवाही का संचालन कार्यकारी अतिरिक्त उपायुक्त दीप्ति मंढोत्रा   ने किया ।
