उपायुक्त डीसी राणा ने कहा कि स्वास्थ्य विभाग सर्दी के मौसम के मद्देनजर अस्पतालों के साथ कोविड केयर सेंटर में भी बिजली आपूर्ति बाधित होने की स्थिति में वैकल्पिक व्यवस्था उपलब्ध रखना सुनिश्चित बनाए। उपायुक्त ने यह बात आज शिमला से मुख्यमंत्री जयराम ठाकुर और मुख्य सचिव अनिल खाची द्वारा वीडियो कॉन्फ्रेंसिंग के माध्यम से सर्दी के दौरान विभिन्न जरूरतों और सुविधाओं की उपलब्धता की समीक्षा के लिए आयोजित बैठक में भाग लेने के बाद जानकारी देते हुए कही। उन्होंने कहा कि मुख्यमंत्री के निर्देशानुसार होम आइसोलेशन में रहने वाले व्यक्तियों के लिए ऑक्सीमीटर की सुविधा मुहैया करने को लेकर भी आवश्यक कदम उठाए जाने होंगे। 
उन्होंने कहा कि सर्दी के मौसम के दौरान विशेष तौर से सामाजिक आयोजनों में लोगों की बड़ी संख्या में उपस्थिति को कोरोना वायरस संक्रमण के खतरे को देखते हुए राज्य सरकार से मिलने वालीहिदायतों के मुताबिक नियंत्रित रखने की दिशा में भी जिले के विभिन्न उपमंडलों के एसडीएम को निर्देश जारी किए जाएंगे। उपायुक्त ने कहा कि मुख्यमंत्री द्वारा यह भी निर्देश दिए गए हैं कि कोरोना रोगियों के उपचार के लिए बिस्तरों की समुचित क्षमता भी उपलब्ध रखी जाए। 
उपायुक्त ने यह भी बताया कि जिले में खाद्यान्न, रसोई गैस और मिट्टी के तेल की समुचित उपलब्धता मौजूद है। संबंधित उप मंडलीय प्रशासन और विभाग को इस पर लगातार निगरानी बनाने के लिए कहा गया है ताकि सर्दी के मौसम के दौरान विशेष तौर से बर्फबारी के मद्देनजर विकट परिस्थितियों में भी लोगों को सभी आवश्यक खाद्यान्नों के अलावा रसोई गैस और मिट्टी के तेल की आपूर्ति बाधित नहीं होनी चाहिए। लोक निर्माण विभाग को भी विशेषतौर से जिला के उन क्षेत्र में जहां बर्फबारी अधिक मात्रा में होती है की मुख्य सड़कों को बहाल करने के लिए आवश्यक मशीनरी और मैन पावर तैयार रखने के निर्देश दिए गए हैं। उन्होंने कहा कि गृह रक्षा एवं नागरिक सुरक्षा विभाग को भी प्राकृतिक आपदा की सूरत में अपनी त्वरित कार्यवाही टीमों को सतर्क रखने के लिए कहा गया है। उन्होंने बताया कि सेना की मदद के अलावा राष्ट्रीय जल विद्युत निगम की मशीनरी को भी आपदा से निपटने के लिए उपयोग किया जाएगा। उन्होंने ने कहा कि अग्निशमन विभाग के तीसा, सलूणी, खड़ामुख, डलहौजी और चंबा अग्निशमन केंद्रों में उपलब्ध वाहनों के टायरों के लिए चेन की व्यवस्था करने के लिए निर्देश जारी किए गए हैं। उन्होंने कहा कि विभाग को कहा गया है कि बर्फबारी के दौरान आग की घटना पर काबू पाने के लिए दमकल वाहनों के टायरों पर चेन उपलब्ध रहना चाहिए ताकि दमकल वाहन आसानी से घटनास्थल तक पहुंच सकें। एम्बुलेंस सुविधा में भी ऐसे वाहन उपयोग में लाने की जरूरत है जिनमें 4×4 की क्षमता हो और वे आसानी से चिकित्सीय राहत देने में सक्षम रहें।उपायुक्त ने कहा कि जिले में मौजूद संचार साधनों के प्रभावी कार्यान्वयन और कार्य क्षमता को परखने के लिए एक मॉक ड्रिल का आयोजन भी किया जा रहा है ताकि जिले में  संचार साधनों के नेटवर्क का आकलन किया जा सके और उसी के अनुरूप जिला आपदा प्रबंधन अपनी कार्य योजना को अंजाम दे सके। उन्होंने कहा कि जिला के विभिन्न विकास खंडों में आपदा के समय राहत और बचाव कार्यों में मदद देने के लिए स्वयंसेवकों को चिन्हित करके उनका डाटा तैयार किया जा रहा है ताकि आपदा के समय स्थानीय स्तर पर मौजूद मानव संसाधनों का उपयोग करके आपदा के खतरे को न्यूनतम किया जा सके। इस मौके पर पुलिस अधीक्षक अरुल कुमार के अलावा लोक निर्माण, बिजली बोर्ड, जल शक्ति, अग्निशमन, गृह रक्षा एवं नागरिक सुरक्षा विभागों के अधिकारी भी मौजूद रहे।
