ग्रामीणों ने रोकी डंपिंग, आंदोलन की चेतावनी

जिला के उपमंडल भटियात की आदर्श पंचायत परछोड़ के ग्रामीणों ने अवैध डंपिंग का आरोप लगाते हुए आज फिन्ना सिंह सिंचाई परियोजना की गाड़ियों को रोक दिया।
ग्रामीणों ने यहां डंपिंग नहीं करने दी। विवाद पैदा होने के बाद अब तक दोनों पक्षों में कोई ठोस चर्चा नहीं हो पाई है। ऐसे में जहां करोड़ों रुपए की लागत वाली इस चिर प्रतीक्षित महत्वाकांक्षी परियोजना का डंपिंग कार्य प्रभावित हुआ है तो वहीं ग्रामीण भी टस से मस होने को तैयार नहीं दिखते।
उधर जल शक्ति विभाग के अधिकारियों ने भी इस दौरान पंचायत के नुमाइंदों से टेलिफोनिक चर्चा की लेकिन ग्रामीण अपनी मांग पर डटे रहे।
ग्रामीणों की माने तो फ़िन्ना सिंह परियोजना प्रबंधन यहां पर गलत ढंग से अवैध तरीके से डंपिंग कर रहा है। इससे बारिश के दिनों में जहां राजकीय वरिष्ठ माध्यमिक पाठशाला परछोड़ के भवन को खतरा होने का अंदेशा ग्रामीण जता रहे हैं तो वहीं उन्हें अपने घरों को लेकर भी चिंता सताने लगी है। ग्रामीणों की माने तो परियोजना प्रबंधन को यहां पर रिटेनिंग वॉल का कार्य करवाने की मांग पंचायत स्तर पर की गई थी लेकिन लंबा अर्सा गुजर जाने के बाद भी कोई कार्रवाई नहीं की गई है। इस सारे प्रकरण को लेकर ग्रामीणों में योजना प्रबंधन गुस्सा है। ग्रामीणों चैन सिंह, नारायण सिंह, पृथी सिंह, विजय कुमार, चमन सिंह, अंजू देवी, सुषमा देवी, कमलेश कुमारी, सुदेश कुमारी, मीनू देवी, राजकुमार चंबियाल, अनिल सिंह, विजय कुमार, रमेश तथा सुरेश कुमार आदि ने कहा कि यहां पर ग्रामीण डंपिंग नहीं होने देंगे। बावजूद इसके अगर विभाग तथा परियोजना प्रबंधन यहां पर डंपिंग करता है तो ग्रामीण आंदोलन के लिए मजबूर होंगे।

प्रधान बोलीं, लोगों में आक्रोश

आदर्श पंचायत प्रधान सरिता चंबियाल ने बताया कि फिन्ना सिंह प्रोजेक्ट के मनमाने ढंग से डंपिंग करने के चलते करीब दो दर्जन घरों तथा स्कूल भवन को खतरा पैदा हो गया है। उन्होंने कहा कि लोगों में इससे रोष है। उन्होंने जल शक्ति विभाग तथा परियोजना प्रबंधन से मांग की है कि यहां डंपिंग न की जाए वरना लोगों को आंदोलन के लिए मजबूर होना पड़ेगा।

विभाग ने नकारे आरोप

उधर इस संदर्भ में जब जल शक्ति विभाग के सदवां स्थित एक्सियन जीवन प्रकाश से बात की गई तो उन्होंने अवैध डंपिंग के आरोपों को गलत बताया। उन्होंने कहा कि यह जगह डंपिंग साइट के रूप में चयनित की गई है तथा यहां पर ग्रामीणों के लिए इस खेल मैदान का निर्माण जल्द करवाया जाएगा। उन्होंने अवैध डंपिंग के आरोपों को सिरे से खारिज किया है।

क्या है मामला

स्थानीय लोगों ने बताया की परछोड़ गांव के समीप परियोजना प्रबंधन ने डंपिंग करके वहां पर मिट्टी का बड़ा पहाड़ खड़ा कर दिया है। इसी के चलते लोगों को डर है कि बारिश के दिनों में पानी का बहाव उनके घरों की तरफ आने से भूस्खलन का खतरा जहां बढ़ जाएगा तो वही इससे स्कूल को भी खतरा पैदा हो जाएगा।एक और जहां ग्रामीण परियोजना प्रबंधन पर मनमाने ढंग से अवैध डंपिंग करने का आरोप लगा रहे हैं तो उधर जल शक्ति विभाग आरोपों से पूरी तरह इनकार कर रहा है।
