” कबायली क्षेत्र पांगी में भारी बर्फवारी से जिंदगी चुनौती सी बन जाती है। सड़क संपर्क कट जाते हैं तो वहीं बिजली तथा नेटवर्क भी हिमपात से टॉवर तथा बिजली के खंभो व तारों को नुक्सान के चलते बाधित हो जाते हैं। हादसे या बीमारी की सूरत में एकमात्र रास्ता हवाई उड़ानें ही बचती हैं। लेकिन इसके लिए भी यहां आपात स्थिति के बावजूद मरीजों तथा अन्य लोगों को मौसम के साफ होने का इंतजार करना पड़ता है। आलम यह कि यहां घाटी मुख्यालय से जुड़ने वाले आंतरिक सड़क मार्ग तक बाधित हो जाते हैं तो वहीं ग्लेशियरों, भटकने तथा हादसों का शिकार होने के खतरे के कारण पैदल अपने क्षेत्र से बाहर निकलना भी दूभर हो जाता है। यही वजह है कि यहां कि आबादी का बड़ा हिस्सा अपने निचले जिलों जैसे कुल्लू, कांगडा तथा शिमला आदि जिलों में बनाए गए घरों को पलायन कर जाते हैं। स्वास्थ्य सुविधाओं में इस तरह की देरी जान पर कभी भी भारी पड़ सकती है”

बर्फवारी के चलते जिले के कबायली क्षेत्रों में सड़क संपर्क कटने की समस्या सबसे बड़ी वजह है जिससे लोगों की जान पर बन जाती है। जिले में इस समस्या को सबसे ज्यादा झेलने वाले तथा हिमपात के चलते शेष विश्व से कट चुके पांगी की यह घटना इस बात को पुख्ता करती है। यहां वाहन दुर्घटना के बाद जख्मी हुई दो महिलाओं को रैफर किए जाने के 48 घंटे बाद पांगी से भेजा जा सका। हालांकि सरकार ने कल शाम को इस दिशा में व्यवस्था कर दोनों मरीजों को गत रोज एयर लिफ्ट करवाया। इससे पहले मंगलवार को चलोली में हुए स्कॉर्पियो हादसे के 5 आंशिक घायलों को हादसे के पांचवे दिन सड़क मार्ग बाधित होने के चलते घाटी मुख्यालय स्थित अस्पताल तक पहुंचाया जा सका था। इस हादसे में कुल 9 लोग घायल हुए थे। जिला के शीत मरुस्थल पांगी हिमपात के चलते शेष विश्व से कट कर रह गया है। घाटी के चलौली में वाहन दुर्घटना में गंभीर रूप से घायल महिला अनिता कुमारी तथा कौशल्या को आईजीएमसी शिमला रैफर कर दिया गया था। उधर प्रशासन तथा सरकार की मदद से गत रोज दोनों महिलाओं को चोपर के माध्यम से लिफ्ट किया गया। भारी बर्फबारी के कारण पांगी घाटी से बाहर जाने वाले सारे मार्ग बंद होने के कारण दोनों घायलों का उपचार क्षेत्रीय अस्पताल में ही चल रहा था। दोनों को गुरुवार को आईजीएमसी शिमला के लिए रैफर कर दिया गया था, लेकिन हिमपात के कारण शेष विश्व से पांगी का सड़क संपर्क कटा होना इनके उपचार में देरी का सबब बना हुआ था। वहीं इसके बाद अब विधायक जिया लाल, पांगी प्रशासन और स्वास्थ्य विभाग की सिफारिश पर सरकार ने चौपर की व्यवस्था करवा दोनों महिलाओं को 48 घंटे बाद किलाड़ से मनाली लिफ्ट करवाया गया। उमण्डलधिकारी पांगी विश्रुत भारती ने बताया दोनों महिलाओं को हेलीकॉप्टर से मनाली हेलीपैड पर उतारा जाएगा। जहां से दोनों को एम्बुलेंस से शिमला भेजा जाएगा। उन्होंने बताया कि भारी बर्फबारी के कारण पांगी से बाहर जाने का कोई साधन नहीं हैं जिसके चलते अब हवाई मार्ग से व्यवस्था की गई है।
