एनडीपीएस मामलों में अब पुलिस संदेह के आधार पर भी ड्रग पैडलरों व बड़े माफियाओं पर भी हाथ डाल सकेगी। नए बने नशा निवारण बोर्ड की सिफारिशों पर सरकार ने अब पंजाब की तर्ज पर नशा तस्करों को संदेह के आधार पर जेल भेजने का पूरा प्रावधान कर लिया है। पंजाब की तर्ज पर हिमाचल में भी पिट-एनडीपीएस यानी प्रिवैंशन ऑफ इलिसीट ट्रैफिक इन नारकोटिक्स ड्रग्स एंड साइकोट्रॉपिक सबस्टांसिस एक्ट में तस्करों को संदेह के आधार पर ही प्रिवैंटिव डिटैंशन यानि नजरबंदी कर सकेगी। पुलिस महानिदेशक संजय कुंडू ने मंडी में सैंट्रल रेंज पुलिस अधिकारियों की समीक्षा बैठक के बाद पत्रकार वार्ता में यह बात कही।

उन्होंने बताया कि पंजाब ने पिट एनडीपीएस के तहत ऐसे लोगों को 3 महीनों तक जेल में बंद करने का प्रावधान कर दिया है जो नशा तस्करी के कारोबार में संलिप्त रहते हैं। यदि पुलिस को ऐसे किसी तस्कर पर नशा तस्करी का पहले से संदेह हो जाता है तो फि र उसे समय से पहले बिना किसी अपराध के संदेह के आधार पर गिरफ्तार किया जा सकता है। यह गिरफ्तारी 3 महीनों के लिए होगी और इसके लिए गृह सचिव की अध्यक्षता में रिटायर्ड जज की 3 सदस्यीय कमेटी बनाई जाएगी। गिरफ्तारी से पहले संदेहास्पद व्यक्ति को इस कमेटी के समक्ष पेश किया जाएगा। ऐसा इसलिए किया जाएगा ताकि जो बड़े नशा तस्कर हैं उन पर शिकंजा कसा जा सके। उन्होंने बताया कि नशा निवारण बोर्ड की राज्य स्तरीय बैठक में मुख्यमंत्री जयराम ठाकुर ने इस प्रावधान को शामिल करने के निर्देश दे दिए हैं और इस पर गृह विभाग ने कार्य करना शुरू कर दिया है।

इससे पूर्व उन्होंने मंडी रेंज के पुलिस अधिकारियों के साथ समीक्षा बैठक की और अधिकारियों को और ज्यादा मुस्तैदी के साथ काम करने के निर्देश दिए। डीजीपी ने कहा कि क्रिसमस के दिन रिकार्ड 5 हजार वाहनों की अटल टनल रोहतांग से आवाजाही हुई है। पुलिस जवानों ने माइनस 18 डिग्री तापमान पर अपनी ड्यूटी संजीदगी से निभाई है। नए साल में 10 हजार के करीब वाहनों के अटल टनल से आने जाने की संभावना है। टनल में सुरक्षा व्यवस्था और सर्विलांस कड़ा किया गया है और साथ ही ट्रैफिक मॉनीटरिंग को कड़ा बनाने के निर्देश दिए हैं। कुल्लू से लाहौल सीमा तक ड्रोन से निगरानी रखी जा रही है। उन्होंने कहा कि आने वाले दिनों में अन्य जिलों में भी इसी तरह काम किया जाएगा।

हमीरपुर और बिलासपुर में लंबित मामलों को लेकर उन्होंने नाराजगी भी जताई। डीजीपी ने समीक्षा बैठक में दोनों जिलों के एसपी को लंबित मामलों पर जल्दी काम करने के निर्देश दिए। उन्होंने कहा कि 30 जुलाई तक केवल 2 जिलों में ही नहीं बल्कि मंडी जोन में पडऩे वाले कुल्लू, लाहौल-स्पीति और मंडी जिला में भी पैंडेंसी 20 फीसदी से कम होनी चाहिए।

डीजीपी ने नशा तस्करी पर बेहतर काम करने पर एसपी मंडी और कुल्लू की पीठ थपथपाई और इंटैलीजैंट सर्विलांस ट्रैफि क सिस्टम और हनी ट्रैप का सनसनीखेज मामले के पर्दाफाश करने के लिए कुल्लू एसपी के काम को सराहा। डीजीपी ने बताया कि हिमाचल प्रदेश आज देश का इकलौता ऐसा राज्य बन गया है जहां पासपोर्ट के लिए पुलिस वैरीफि केशन मात्र 24 घंटों में हो रही है। इससे पहले यह प्रक्रिया 11 दिनों में पूरी होती थी। आंध्र प्रदेश इस प्रक्रिया को 5 दिनों में पूरा करता था लेकिन अब हिमाचल मात्र 24 घंटों में इस प्रक्रिया को पूरा कर रहा है।
