पलायन की बर्फ से लिपटा कबायली जीवन

  • 50 से 70 फीसदी लोग निचले घरों को रवाना
  • दुश्वारियां बनी जिंदगी के दोहराव का सबब

बर्फ की बिखरी सफेदी ने कबायली लोगों के पलायन को आधार दे दिया है। नवंबर माह के पहले सप्ताह शुरू हुआ पलायन अब लगभग पूरा हो चुका है। पांगी, होली तथा भरमौर की 50 फीसदी से ज्यादा कबायली आबादी हर साल भारी बर्फवारी के चलते जिले के अलावा कांगड़ा, शिमला तथा कुल्लू आदि जिलों के अपने घरों को चली जाती है। एकबारगी देखने में भले ही धरती पर बिखरी बर्फ की सफेद चादर रूह को सकून देती हो लेकिन दुरूह परिस्थितियों के कारण लोगों के पास पलायन ही एक चारा बच पाता है।

पांगी तथा भरमौर जैसे क्षेत्रों में बिजली की आंखमिचौली, पानी की पाईपों का जाम होना, पशुओं के लिए चारे की व्यवस्था, परिवहन सेवाओं का ठप्प पड़ना,
मोबाईल नेटवर्क की खराबी, पैदल जाते रास्ता भटकना तथा हिमस्खलन जैसी मुसीबतों से लोगों को दो-चार होना पड़ता है। शायद जिंदगी का दोहराव इसी का नतीजा है कि बर्फ यहां परिस्थितियों को गुजर-बसर के काबिल नहीं छोड़ती ओर काफी लोग निचले क्षेत्रों को चले जाते हैं। यूं कहिए कि जिले के कबायली लोग गर्मियों के 6 माह यहां तो 6 माह निचले क्षेत्रों में स्थित अपने घरों में गुजारते हैं।


पशु चारे की समस्या तथा बर्फ की फिसलन में हादसों के डर के चलते कबायली लोग जोत से होते हुए अपने मवेशी तथा भेड़ बकरियां निचले क्षेत्रों को लेे जाते हैं।

भरमौर के अजय के अनुसार बर्फ हालात को रहने को मुश्किल बना देती है तो लोग भी पलायन करने में भलाई समझते हैं। पलायन में बढ़ोतरी हुई है जिसकी वजह है कि कई लोग हर साल निचले क्षेत्रों। में घर बना रहे हैं।

इसके अलावा बुजुर्ग तथा बीमार लोगों के लिए बर्फबारी के दिनों में कबायली क्षेत्रों की परिस्थितियां काफी मुश्किल हो जाती हैं। जिसके चलते मेडिकल सुविधाओं तथा अन्य आपात खतरो के कारण यह लोग पलायन में ही भलाई समझते हैं।

भारी हिमपात के साथ कबायली क्षेत्र में बिजली की आंख मिचोली के कारण तथा संचार सुविधाओं के ठप्प हो जाने के चलते अभिभावक अपने बच्चों को निचले क्षेत्र में ले जाना ही पसंद करते हैं। चांदी सी सुंदर दिखती बर्फ भले ही एक बार तो किसी के भी मन को सुकून से सराबोर कर दे लेकिन इस बर्फ का एक स्याह पहलू भी है जिसके चलते की हजारों लोग जनजाति क्षेत्रों से पलायन कर हिमाचल के निचले जिलों का रुख करने को मजबूर हो जाते हैं।
