  • उपायुक्त डीसी राणा ने कहा कि प्रदूषण नियंत्रण बोर्ड हर महीने ध्वनि प्रदूषण को लेकर किए गए चालान और वसूले गए जुर्माने की रिपोर्ट प्रस्तुत करेगा। उपायुक्त ने यह बात आज उपायुक्त कार्यालय सभागार में आयोजित जिला स्तरीय पर्यावरण प्लान के कार्यान्वयन की समीक्षा बैठक की अध्यक्षता करते हुए कही। उपायुक्त ने कहा कि लोगों द्वारा ध्वनि प्रदूषण को लेकर की जा सकने वाली शिकायत के मैकेनिज्म के बारे में भी जागरूक किया जाना चाहिए ताकि ध्वनि प्रदूषण पर अंकुश रखा जा सके। उन्होंने कहा कि ध्वनि प्रदूषण का सबसे बुरा प्रभाव मरीजों, बुजुर्गों, बच्चों और विद्यार्थियों को झेलना पड़ता है। उपायुक्त ने यह भी कहा कि प्रदूषण नियंत्रण बोर्ड स्वतः संज्ञान लेकर भी कार्रवाई अमल में लाए। अन्य प्राधिकृत अधिकारी भी नियमों की अनुपालना करवाने में तत्परता बरतें। रात 10 बजे से लेकर सुबह 6 बजे तक किसी भी तरह के ध्वनि प्रदूषण की मनाही है। किंतु दिन के समय भी एक तय सीमा से ज्यादा का ध्वनि प्रदूषण नहीं किया जा सकता। इनमें वाहनों में उपयोग किए जाने वाले प्रेशर हॉरन भी शामिल हैं।उन्होंने कहा कि वाहनों के पीछे ‘हॉरन बजाएं’ के चलन को भी अब प्राथमिकता के आधार पर बदलने की आवश्यकता है। उन्होंने कहा कि संबंधित अधिकारी यह सुनिश्चित बनाएं कि इन वाहनों के पीछे अब हॉरन बजाएं के बजाय ‘हॉरन ना बजाएं’ लिखा होना चाहिए। उपायुक्त ने शहरी क्षेत्र में कूड़े कचरे को जलाए जाने के मुद्दे पर निर्देश देते हुए कहा कि प्रदूषण नियंत्रण बोर्ड इस तरह के मामलों को लेकर भी हर महीने स्टेटस रिपोर्ट तैयार करके प्रस्तुत करेगा। उन्होंने कहा कि कूड़े कचरे को जलाना स्वास्थ्य के लिए गंभीर खतरा है। कूड़े कचरे को जलाने वालों के खिलाफ कड़ी कार्रवाई अमल में लाई जाए। उन्होंने कहा कि कूड़े कचरे को जलाने के अलावा रावी नदी के किनारे कूड़े कचरे को फेंकने वालों पर भी कार्रवाई सुनिश्चित की जाए। शहरी निकाय क्षेत्रों से संबंधित वन मंडल अधिकारी भी अपनी रिपोर्ट हर महीने देंगे। उपायुक्त ने साफ तौर पर कहा कि कूड़े कचरे के सही प्रबंधन और उसके निस्तारण की जिम्मेदारी नगर निकायों की है। नगर निकाय उपलब्ध संसाधनों का उपयोग करते हुए कूड़े कचरे के हॉटस्पॉट को हटाने की दिशा में मुहिम के तहत कार्य करते हुए कूड़े कचरे का निष्पादन करें। नगर निकाय सप्ताह में एक बार इस मुहिम को कार्यान्वित करेंगे। साफ प्लास्टिक को लोक निर्माण विभाग को सौंपा जाए ताकि लोक निर्माण विभाग सड़कों को पक्की करने के कार्य में इसका उपयोग कर सके। उन्होंने लोक निर्माण विभाग को भी निर्देश देते हुए कहा कि विभाग उन सड़कों को चिन्हित करे जहां प्लास्टिक के उपयोग से सड़कों की टारिन्ग के कार्य को भविष्य में पूरा किया जाना है। उपायुक्त ने जिले के सभी नगर निकाय क्षेत्रों में ई- कचरा एकत्रीकरण केंद्रों की स्थापना के भी निर्देश दिए ताकि इस तरह के कचरे का भी नियमित तौर पर एकत्रीकरण और निस्तारण संभव हो सके। ग्रामीण क्षेत्रों से निकलने वाले ई-  कचरे को संबंधित पंचायत से शहरी निकाय क्षेत्र में स्थापित ई- कचरा  एकत्रीकरण केंद्र तक पहुंचाया जाएगा। उपायुक्त ने ये भी कहा कि जिला के सभी एसडीएम अपने क्षेत्रों में डंपिंग साइट चयनित करवा कर यह सुनिश्चित बनाएंगे की निर्माण कार्यों से निकलने वाला मलबा और अन्य कूड़ा कचरा नदी- नालों, पेयजल स्रोतों और आम जनजीवन पर प्रतिकूल प्रभाव ना डाल सके। उपायुक्त ने यह भी बताया कि अर्द्ध शहरी क्षेत्रों में भी सीवरेज की सुविधा मुहैया करने को लेकर कार्य योजना तैयार की जाएगी। इस कार्य को जल शक्ति विभाग और ग्रामीण विकास विभाग के समन्वय के साथ कार्यान्वित किया जाना है। उपायुक्त ने शक्ति विभाग को निर्देश देते हुए कहा कि विभाग आगामी एक महीने के भीतर चयनित क्षेत्रों में सर्वेक्षण कार्य को पूरा करे। इस कार्य में ग्रामीण विकास विभाग स्थानीय स्तर पर सहयोग करेगा। उपायुक्त ने यह भी कहा कि शहरी निकाय क्षेत्रों में जहां डोर टू डोर कूड़े कचरे का एकत्रीकरण किया जा रहा है वहां सुनिश्चित किया जाना चाहिए कि ठोस और तरल कूड़ा कचरा अलग- अलग किया गया हो। नगर परिषद आगामी बैठक में इसको लेकर रिपोर्ट प्रस्तुत करेगी। रिपोर्ट में यह भी दर्शाया जाए कि कितना यूजर चार्ज प्राप्त किया गया। इसके अलावा कितने चालान किए और कितना जुर्माना इस संबंध में वसूला गया। उपायुक्त ने चंबा शहर में जीरो पॉइंट के समीप स्थित पार्किंग से नकारा वाहनों और डंपरों को हटाने के निर्देश भी नगर परिषद को दिए। बैठक में अतिरिक्त उपायुक्त मुकेश रेपसवाल और प्रदूषण नियंत्रण बोर्ड के अधिकारियों के अलावा, पुलिस, परिवहन व विभिन्न विभागों के  अधिकारी भी मौजूद रहे।
