जनता का नेताओं से विश्वास उठता जा रहा है। ज्यादातर लोग राजनीति में आने वालों का मुख्य मकसद पैसा कमाना समझते हैं। राजनीति का निम्न होता जा रहा स्तर किसी से भले ही न छिपा हो लेकिन अब सर्वे ने इस बात को आंकड़ों में ढाल इस बात को पुख्ता कर दिया है। ऐसे लोगों की कमी नहीं जिनकी आय का अन्य बड़ा स्रोत न होने के बावजूद लाखों के मालिक हैं। या तो राजनीति और या राजनीति की आड़ लेकर गलत धंधे करने वालों की कोई कमी नहीं। सियासी नेताओं के दागदार पहलू को उजागर करते हुए इस सर्वे में लोगों ने कहा कि चुनावों में खर्चा उम्मीदवार नहीं बल्कि समर्थक करते हैं तथा इसकी भरपाई जीत के बाद सरकारी पैसे का दुरुपयोग कर उन्हें लाभ पहुंचा कर किया जाता है।

हिमाचल प्रदेश विश्वविद्यालय के अंतॢवषयक अध्ययन विभाग द्वारा पंचायती राज चुनावों के अंतर्गत मतदान व्यवहार का विश्लेषण करने के लिए किए गए ऑनलाइन सर्वेक्षण में रोचक तथ्य सामने आए हैं। इस सर्वेक्षण में शामिल 71.8 प्रतिशत उत्तरदाताओं के अनुसार लोग पैसा कमाने के लिए ही पंचायत प्रतिनिधि बनना चाहते हैं। सर्वेक्षण में शामिल 65.8 उत्तरदाताओं के अनुसार चुनाव में धन का इस्तेमाल पहले के मुकाबले बढ़ा है। 27.6 प्रतिशत उत्तरदाताओं का मानना है कि समर्थक इन चुनावों में उम्मीदवारों के खर्चे वहन करते हैं और चुनाव जीतने के बाद इसकी भरपाई के लिए सरकारी पैसों का दुरुपयोग किया जाता है। इस ऑनलाइन सर्वेक्षण में प्रदेश के 12 जिलों के 67 खंडों की 327 ग्राम पंचायतों के514 उतरदाताओं की राय का विश्लेषण किया गया है। इस सर्वेक्षण में विभिन्न आयु व जाति वर्ग के उत्तरदाता शामिल थे। इसके अलावा पढ़े-लिखे मतदाता सर्वेक्षण में शामिल थे। यह सर्वेक्षण एच.पी.यू. के अंतॢवषयक अध्ययन विभाग के संकाय सदस्य व परियोजना अधिकारी डा. बलदेव सिंह नेगी व संजौली कालेज के राजनीतिक शास्त्र के सहायक आचार्य डा. देवेंद्र कुमार शर्मा ने किया।
सर्वेक्षण के अनुसार 67.7 प्रतिशत मतदाता वैसे तो गैर-राजनीतिक हैं लेकिन फिर भी स्थानीय निकाय के चुनाव में राजनीतिक दलों का प्रभाव रहता है। इसके विपरीत 79.8 प्रतिशत उत्तरदाताओं का कहना था कि उम्मीदवार की व्यक्तिगत क्षमता को देखकर वे मतदान करते हैं। 56.4 प्रतिशत उत्तरदाताओं का मानना था कि पंचायत चुनाव में जाति, वंश व क्षेत्र की कोई भूमिका नहीं होती है। इसके अलावा 64.8 प्रतिशत उत्तरदाताओं के अनुसार जाति, वंश व क्षेत्र की पहचान के आधार पर यदि अभिभावक वोट देने के लिए प्रेरित करते हैं तो भी युवा मतदाता बिना किसी प्रभाव के मत का प्रयोग करता है। 67.7 प्रतिशत का मानना था कि मतदान के समय सामाजिक संबंध ज्यादा भूमिका निभाते हैं, जिसकी वजह से स्थानीय वास्तविक मुद्दे दबे रह जाते हैं। सर्वेक्षण के अनुसार 55.1 प्रतिशत उत्तरदाताओं का मानना है कि यदि प्रधान का पद महिला या किसी अन्य आरक्षित वर्गों के लिए आरक्षित है तो लोगों के उत्साह में बहुत कमी नजर आती है।

30.4 प्रतिशत उत्तरदाताओं के अनुसार कृषि बिलों का मतदान व्यवहार पर असर दिखेगा।
इस सर्वेक्षण में 63.2 प्रतिशत लोगों का मानना है कि राष्ट्रीय मुद्दों का पंचायत चुनावों में खास प्रभाव नहीं पड़ता लेकिन 66 प्रतिशत लोगों का मानना है कि स्थानीय मुद्दे मतदाताओं के मतदान व्यवहार को काफी प्रभावित करते हैं। 30.4 प्रतिशत उत्तरदाताओं का मानना है वर्तमान 3 कृषि बिलों का मतदान व्यवहार पर खासा असर दिखने वाला है।
सर्वेक्षण में शामिल 77.8 प्रतिशत लोगों का मानना है कि स्वयं सहायता समूहों द्वारा फैलाई गई जागरूकता की वजह से युवा वर्ग पंचायती राज चुनावों मेें अपनी सहभागिता के लिए उत्साहित हुआ है। 46.5 प्रतिशत उत्तरदाताओं का मानना है कि चुनावों में महिला मंडल, युवक मंडल, स्वयं सहायता समूह और गैर-सरकारी संस्थाओं का प्रभाव पड़ता है।
इसके अलावा 79.8 प्रतिशत लोगों का मानना है कि पंचायती राज चुनावों में उम्मीदवार विभिन्न स्थानीय मुद्दों पर कोई भी घोषणा पत्र नहीं निकालते हैं और न ही चर्चा करते हैं। 78.5 प्रतिशत उत्तरदाताओं का मानना है कि चुनाव के पश्चात प्रतिनिधियों द्वारा किए गए वायदों के प्रति जवाबदेही नहीं रहती है। 90 प्रतिशत लोगों का मानना है कि जीते हुए प्रतिनिधियों को विपक्षी उम्मीदवारों को भी साथ लेकर पंचायत के विकास कार्यों में भागीदारी और पारदॢशता सुनिश्चित करनी चाहिए।
