ग्रीन पटाखों को 35 मिनट, 50 से ज्यादा तो कारवाई

चंबा, 31 दिसम्बर। हिमाचल टॉप न्यूज़

उपायुक्त डीसी राणा ने नेशनल ग्रीन ट्रिब्यूनल के दिशा निर्देशों के आधार पर आपदा प्रबंधन अधिनियम 2005 की धारा 33 और 34 के तहत एक आदेश जारी करते हुए नव वर्ष की पूर्व संध्या पर केवल ग्रीन पटाखों का विक्रय और उपयोग करने की अनिवार्यता तय कर दी है ताकि प्रदूषण से लोगों के स्वास्थ्य पर प्रतिकूल प्रभाव ना पड़े। लोग इस लोग इस उपलक्ष्य पर रात्रि केवल 11:55 से लेकर 12:30 बजे तक ही पटाखे फोड़ सकेंगे। जिला पुलिस इस आदेश की अनुपालना  सुनिश्चित करेगी। किसी की जगह पर 50 से अधिक लोग इकट्ठा नहीं हो सकेंगे। इसकी भी संबंधित एसडीएम से पूर्व अनुमति लेनी आवश्यक होगी। आदेश में यह भी कहा गया है कि खुले में लाउडस्पीकर का कोई भी इस्तेमाल नहीं कर सकेगा। बैंक्विट हॉल और ऑडिटोरियम इत्यादि में भी लाउडस्पीकर का इस्तेमाल करते हुए नेशनल ग्रीन ट्रिब्यूनल के निर्देशों की अनुपालना करनी होगी। बाजार, सरकारी कार्यालयों, साइलेंस जोन और ऐतिहासिक भवनों में पटाखे चलाने की सख्त मनाही रहेगी। नगर परिषद और नगर पंचायत की ये जिम्मेदारी तय की गई है कि पटाखे फोड़ने के बाद पैदा हुए कूड़े कचरे को तत्परता के साथ निस्तारण के लिए उठाया जाएगा।  आदेश की अनुपालना करवाने वाले किसी भी अधिकारी या कर्मचारी के कार्य में बाधा पहुंचाने वाले व्यक्ति के खिलाफ भारतीय दंड संहिता की धारा 269 और 270 के अलावा आपदा प्रबंधन अधिनियम 2005 की धारा 51 और 55 के तहत कार्रवाई अमल में लाई जाएगी। आदेश 1 जनवरी 2021 तक लागू रहेगा।
