प्रदेश के नौनिहालों को शिक्षा दे रहे प्रदेश के विद्यालयों में 3000 से ज्यादा रिक्त पड़े कला तथा शारीरिक शिक्षा अध्यापकों के पद भरने को लेकर जारी प्रक्रिया पर वित्त विभाग ने आपत्ति जता दी है। एक ओर बच्चों के आलराउंड विकास के सरकार के दावे तो दूसरी ओर अध्यापकों की कमी झेल रहे विद्यार्थी इस बात की मुनादी करते हैं कि दावे झूठे हैं। बहरहाल इस सारे मामले में प्रशिक्षण प्राप्त प्रदेश के हजारों युवा सदमे में हैं।

हिमाचल के सरकारी स्कूलों में कला और शारीरिक शिक्षकों के 1000 पद भरने पर वित्त विभाग ने आपत्ति दर्ज कराई है। विभाग ने आरटीआई नियमों का हवाला देते हुए 100 बच्चों से कम संख्या वाले स्कूलों में पद भरने से मना कर दिया है। सीएंडवी शिक्षक संघ ने वित्त विभाग की आपत्ति पर ऐतराज जताते हुए मुख्यमंत्री जयराम ठाकुर से मामले में हस्तक्षेप करने की मांग की है।  सीएंडवी अध्यापक संघ के प्रदेश अध्यक्ष चमन लाल शर्मा ने कहा कि इन पदों को भरने के लिए संघ मुख्यमंत्री जयराम ठाकुर से मिला था। मुख्यमंत्री ने शिक्षा सचिव को इन पदों को भरने के आदेश दिए।
शिक्षा विभाग ने कला अध्यापक के 500 पद और शारीरिक शिक्षकों के 500 पद भरने की सहमति प्रदान करने के लिए मामला वित्त विभाग को भेजा, लेकिन वित्त विभाग ने अब झ्न पदों को भरने के लिए आरटीई कानून का हवाला दे कर अस्वीकृत कर दिया और कहा कि जिन माध्यमिक स्कूलों में बच्चो की संख्या 100 से कम है। वहां इन पदों को भरा नही जा सकता। उन्होंने बताया कि प्रदेश में केवल 27 माध्यमिक स्कूल ऐसे हैं, जिनमें बच्चों की संख्या 100 या उससे अधिक है। इस शर्त के कारण 2326 माध्यमिक स्कूलों के बच्चों को इन विषयों को पढ़ने का अधिकार नही मिल पा रहा है।  चमन लाल शर्मा ने कहा कि हाईकोर्ट ने भी शारीरिक शिक्षकों की ओर से दायर याचिका में कहा है कि जिन स्कूलों में 100 से कम बच्चे हैं, वहां भी सरकार इन पदों को भरे। उन्होंने बताया कि कला अध्यापक के 1564 पद तथा शारीरिक शिक्षकों के 1683 पद खाली हैं।
