गोधरा से सियुणी सड़क पर गिरी घार का मलबा 7 साल गुजरने के बाद भी नहीं उठाया जा सका है। यहां लोकनिर्माण विभाग तकनीकी कारणों का हवाला देते हुए ठेकेदार की दलील से राजी दिखता है तो स्थानीय लोग तथा विधायक इस मामले में लापरवाही की बात करते हैं। घार के मलबे के चलते यहां के सैकड़ों लोगों से सड़क सुविधा मिलने के बाद भी छीन चुकी है। सवाल यह कि किसकी शर्तों पर 7 साल से मलबा हटाया नहीं जा सका। यहां सैकड़ों लोगों की सुविधा की बलि विवाद के न सुलझने के कारण देनी पड़ी।

वहीं लोक निर्माण विभाग कोर्ट के आदेशों के बावजूद दोनों पक्षों की आपसी सहमति से सड़क को सुचारू करवाने में नाकाम साबित हुआ है। सियुणी, सामू, गदेट, कूट तथा तलाई के सैकड़ों बाशिंदे सड़क सुविधा के छीन जाने से खफा हैं। पालकी इन लोगों का नसीब बन चुका है जबकि यहां के दर्जनों ग्रामीण भारतीय सेना में सेवाएं दे चुके हैं। लिहाज़ा बॉर्डर पर देश के लिए लडने वाले यह पूर्व फौजी अब इस सड़क के लिए आर पार की लड़ाई लडने को तैयार हैं।

2013 में मलबा गिरने के कारण बंद हुआ मार्ग 7 साल बाद भी न खुल पाने के कारण अब लोगों ने आंदोलन का मन बना लिया है। स्थानीय भूतपूर्व सैनिकों तथा महिला मंडल सदस्यों ने हुंकार भरते हुए अब 10 दिन के अंदर न्याय न मिलने की सूरत में चक्का जाम करने का फैसला लिया है। बताते चलें कि पातका से सियूनी मार्ग का निर्माण साल 2005 में ग्रामीणों की लंबी मांग के बाद हुआ था। इसके बाद 2007 में यह सड़क मार्ग बनकर तैयार हो गया तथा यहां से निगम की 2 बसें भी चलनी शुरू हो गई। लोगों को लगा कि अब उनके दिन बदल गए हैं। वहीं इसके बाद साल 2013 में भारी बारिश के कारण मलबा गिरने के कारण गोधरा से सियुणी मार्ग पर यह सड़क बाधित हो गई। इस सड़क के किनारे पर स्थित घरों को संभावित खतरे को लेकर घर के मालिकों ने इस घारे को सुचारू करने कार्य को बंद करवा दिया था। वही इसके बाद ग्रामीणों ने अदालत का दरवाजा भी खटखटाया था। बावजूद इसके सड़क के सुचारू किए जाने के आदेशों के, अब तक कोई सुनवाई लोक निर्माण विभाग नहीं कर पाया है। लोक निर्माण विभाग की माने तकनीकी पेंच होने के कारण धार को सुचारू करने का कार्य शुरू नहीं हो पा रहा है। उधर विधायक की माने तो सरकार भी चाहती है कि सड़क सुचारू हो ताकि सैकड़ों लोगों को सड़क सुविधा फिर से मयस्सर हो सके। ऐसे में सवाल यह कि 2013 में घार के कारण बंद हुई सड़क इतने सालों तक सुचारू क्यों नहीं हो पाई। विभाग की मानें तो ठेकेदार भी यहां पर काम करने को तैयार नहीं है। घार के स्थान पर लोग घारे का मलवा ना उठाने की बात कह रहे हैं ताकि उनके मकान को कोई खतरा न हो। वही लोक निर्माण तकनीकी तर्क देते हुए कहता है कि मलबा हटाए बिना काम शुरू करना मुश्किल है। इसी के चलते ठेकेदार अब तक यहां काम शुरू नहीं कर पाया है। वहीं ग्रामीणों में लोक निर्माण विभाग के रवैए को लेकर खासा आक्रोश है। इसके चलते स्थानीय भूतपूर्व सैनिकों तथा महिला मंडल सदस्यों ने आंदोलन की राह पकड़ने की ठानी है।


ग्रामीणों राजेंद्र कुमार, गगन कुमार, सुनील कुमार, इंदर सिंह, प्रदीप कुमार, रवि, प्रभात सिंह, कुशल कुमार, कुलदीप कुमार, मघर सिंह, चैन सिंह, बिशन सिंह पवन कुमार, प्रमोद कुमार, कालू राम, प्रकाश सिंह, बॉबी तथा संजय के अलावा
महिला मंडल सियुनि की आरती, पूजा कुमारी, शकुंतला देवी, विमला देवी, प्रिया देवी, शीला देवी, कमलेश, सुनो देवी तथा गोड़ों देवी ने घार को 10 दिन के भीतर सुचारू न करने की सूरत में लाहडू चौक पर चक्का जाम करने की चेतावनी दी है।

क्या कहते हैं अधिकारी

इस संदर्भ में लोक निर्माण विभाग के डलहौजी स्थित एक्सईएन वीरेंद्र भारद्वाज से बात की गई तो उन्होंने बताया कि घार के साथ स्थित लोगों के मलवा न उठाने देने के कारण घार को सुचारू नहीं किया जा सका है। उन्होंने बताया कि इन लोगों की मांग है कि नाले में डंगे लगाए जाएं तथा यह काम मलबा हटाए बिना संभव नहीं है। उन्होंने तकनीकी कारणों का हवाला देते हुए कहा कि इसी कारण से यह काम रुका हुआ है।उन्होंने कहा कि विभाग इस संदर्भ में कई बार कोशिश कर चुका है जबकि ठेकेदार को भी इस संदर्भ में निर्देश दिए गए थे। वही घार के पास स्थित घरों को खतरे को लेकर ग्रामीणों के न मानने के कारण ठेकेदार भी काम नहीं कर पा रहा है।

बजट तक का हो चुका प्रावधान

उधर इस संदर्भ में जब स्थानीय विधायक विक्रम सिंह जरियाल से बात की गई तो उन्होंने बताया कि घार के पास स्थित घर के मालिक को भी उन्होंने राजी कर लिया है। बावजूद इसके लोक निर्माण विभाग द्वारा काम शुरू न करना उनकी समझ से परे है। उन्होंने कहा कि वह इस सड़क के लिए काफी समय से प्रयासरत हैं ताकि यहां के लोगों को सड़क सुविधा मिल सके। उन्होंने बताया कि इस घार को सुचारू करने के लिए व प्रदेश सरकार से साढ़े 27 लाख रुपए के बजट का प्रावधान भी कर चुके हैं। उन्होंने कहा कि वो लोकनिर्माण विभाग से फिर बात कर इस कार्य को शुरू करने के निर्देश देंगे ताकि आधा दर्जन से ज्यादा गांव के लोगों को सुविधा मिल सके।
