बुढ़ापे में शारीरिक कमजोरी-बीमारी, आर्थिक तंगी, आधुनिक दौर में बच्चों की अतिव्यस्तता और अक्सर उपेक्षा के कारण कई समस्याएं झेल रहे बुजुर्गों के दर्द को बखूबी समझते हुए मुख्यमंत्री जयराम ठाकुर के नेतृत्व वाली हिमाचल प्रदेश सरकार ने ऐसे बुजुर्गों को सामाजिक सुरक्षा पेंशन के रूप में बहुत बड़ी राहत प्रदान की है।
लगभग 3 वर्ष पूर्व कार्यभार संभालते ही 70 वर्ष से अधिक आयु के सभी वरिष्ठ नागरिकों को सामाजिक सुरक्षा पेंशन के दायरे में लाकर जयराम सरकार ने एक ऐतिहासिक निर्णय लिया, जिसने हिमाचल के लाखों वरिष्ठ नागरिकों की जिंदगी ही बदल दी। सामाजिक सुरक्षा पेंशन के कारण ये बुजुर्ग आज सम्मान एवं प्रसन्नतापूर्वक जीवन-यापन कर रहे हैं। इसकी एक बानगी हमीरपुर की निकटवर्ती ग्राम पंचायत कुठेड़ा में भी देखने को मिल रही है। इस पंचायत में लगभग सभी पात्र बुजुर्गों को यह पेंशन मिल रही है।
इसी पंचायत के गांव भाटी की रहने वाली नजीरा अपने पति की मृत्यु के बाद गरीब बेटे-बहू और पोते-पोतियों के साथ जैसे-तैसे गुजर-बसर कर रही थी। उम्र का आखिरी पड़ाव और तिस पर आर्थिक तंगी। ऐसे हालातों में नजीरा करे भी तो क्या करे? लेकिन, सामाजिक सुरक्षा पेंशन मंजूर होते ही बेबस और असहाय नजीरा की मानों जिंदगी ही बदल गई। अब 1500 रुपये मासिक पेंशन से नजीरा की सभी जरुरतें पूरी हो रही हैं और वह अपने परिजनों एवं रिश्तेदारों संग खुशियों भरा जीवन जी रही हैं।
इसी गांव की रत्नी देवी भी सामाजिक सुरक्षा पेंशन पाकर गदगद हैं और सरकार का लगातार धन्यवाद करती हैं। कुठेड़ा पंचायत के ही गांव मठवाण भलवाला के धर्म सिंह ने जिंदगी भर कड़ी मेहनत करके अपने परिवार का पालन-पोषण करके अपनी सभी जिम्मेदारियों बखूबी निर्वहन किया, लेकिन बुढ़ापा आते-आते उन्हें अपने जीवन के आखिरी पड़ाव की चिंता सताए जा रही थी। प्रदेश सरकार ने सामाजिक सुरक्षा पेंशन मंजूर करके धर्म सिंह की चिंता ही दूर नहीं की, बल्कि उन्हें आर्थिक स्वावलंबन और सम्मान के साथ जीने का हक भी प्रदान किया।
कुठेड़ा पंचायत के ही एक और गांव मुठान बिहाला के वरिष्ठ नागरिक माधो राम और सैना देवी तो जयराम सरकार का बार-बार आभार व्यक्त करते हुए कहते हैं कि सभी वरिष्ठ नागरिकों के लिए पेंशन का प्रावधान करके सरकार ने उन्हें बहुत बड़ी राहत और उच्च सम्मान प्रदान किया है। पंचायत प्रधान अमन जसवाल ने बताया कि प्रदेश सरकार ने कुठेड़ा पंचायत के लगभग सभी पात्र वरिष्ठ नागरिकों को सामाजिक सुरक्षा पेंशन मंजूर की है। इससे ये बुजुर्ग खुशियों भरा जीवन जी रहे हैं।
उधर, जिला कल्याण अधिकारी डॉ. संजीव शर्मा ने बताया कि हमीरपुर जिला में इस समय 37,147 पात्र लोगों को सामाजिक सुरक्षा पेंशन दी जा रही है। इनमें वरिष्ठ नागरिक, विधवा महिलाएं और दिव्यांगजन शामिल हैं।
