जम्मू-कश्मीर में जिला विकास परिषद के पहले चुनाव में भले ही गुपकार गठबंधन आगे निकल गया है, मगर भारतीय जनता पार्टी सबसे बड़ी पार्टी बनकर उभरी है। जम्मू-कश्मीर में जिला विकास परिषद चुनाव में फारुक अब्दुल्ला नीत सात दलों का गुपकार गठबंधन मंगलवार देर रात तक कुल 280 में से 112 सीटों पर या तो जीत दर्ज कर चुका है या आगे चल रहा है। वहीं भाजपा 73 सीटों पर जीत के साथ सबसे बड़ी पार्टी बनकर उभरी है। अभी तक 47 निर्दलीय उम्मीदवारों को जीत मिली है, जबकि 6 सीटों पर निर्दलीय उम्मीदवार आगे चल रहे हैं। कांग्रेस के हिस्से में 22 सीटें आईं हैं और पांच सीटों पर वह आगे चल रही है। इसके अलावा, जम्मू एंड कश्मीर अपनी पार्टी (जेकेएपी) 11 सीटों पर जीत दर्ज कर चुकी है और एक पर आगे चल रही है। अब तक के परिणामों की बड़ी बातें यह हैं।
केन्द्र शासित प्रदेश में डीडीसी का चुनाव 28 नवंबर से शुरू होकर आठ चरणों में पूरा हुआ। अगस्त, 2019 में संविधान के अनुच्छेद 370 को समाप्त कर जम्मू-कश्मीर का विशेष राज्य का दर्जा खत्म किए जाने के बाद प्रदेश में यह पहला चुनाव है। चुनाव में कुल 280 सीटें (जम्मू की 140 और कश्मीर की 140) पर मतदान हुआ है।

डीडीसी चुनावों का परिणाम अनुमान के अनुरुप ही दिख रहा है। जम्मू क्षेत्र में भाजपा मजबूती बनाए हुए है, वहीं नेशनल कांफ्रेंस, पीडीपी जैसी क्षेत्रीय पार्टियों के गठबंधन गुपकार का प्रदर्शन कश्मीर घाटी और जम्मू के पीर पंजाल और चेनाब घाटी क्षेत्रों में बेहतर है।

वोटों की गिनती से महज एक दिन पहले प्रशासन ने नईम अख्तर, सरताज मदनी, नीर मंसूर और हिलाल अहमद लोन सहित पीडीपी और नेकां के कई नेताओं को हिरासत में लिया। उन्हें हिरासत में लेने की कोई वजह नहीं बतायी गई है।

ऐसा पहली बार हुआ है जब कश्मीर घाटी में पीडीपी और नेकां के खिलाफ भाजपा को जीत मिली है। भाजपा को घाटी में तीन सीटें मिली हैं।

घाटी में जीत से उत्साहित भाजपा के महासचिव विबोध गुप्ता ने पार्टी के विजेता उम्मीदवारों को, विशेष रूप से घाटी के उम्मीदवारों को बधाई दी। उन्होंने कहा कि घाटी के लोगों ने प्रधानमंत्री नरेंद्र मोदी के नेतृत्व में अपना विश्वास जताया है।

भाजपा के वरिष्ठ नेता और केन्द्रीय मंत्री जितेन्द्र सिंह ने कहा, ‘श्रीनगर से भाजपा के तीन उम्मीदवारों को जीत मिली है। यह सत्यापित करता है कि जम्मू-कश्मीर के लोगों को केन्द्र शासित प्रदेश के विकास के प्रधानमंत्री नरेंद्र मोदी के दृष्टिकोण पर भरोसा है।’

लेकिन, पीडीपी अध्यक्ष महबूबा मुफ्ती और नेकां उपाध्यक्ष फारुक अब्दुल्ला ने कहा कि डीडीसी चुनाव परिणाम ने स्पष्ट कर दिया है कि जम्मू-कश्मीर ने गुपकर के पक्ष में वोट दिया है और अनुच्छेद 370 हटाने के केन्द्र के फैसले को खारिज किया।

डीडीसी चुनाव के लिए 2178 उम्मीदवार मैदान में हैं। डीडीसी की 280 सीटों के लिए आठ चरण में चुनाव कराए गए। केंद्र शासित प्रदेश के 20 जिलों में प्रत्येक में 14 सीटें हैं।

डीडीसी चुनाव को क्षेत्र में भाजपा और अन्य राजनीतिक दलों के बीच मुकाबले के तौर पर देखा जा रहा है। पिछले साल अगस्त में अनुच्छेद 370 को निरस्त किए जाने के बाद जम्मू कश्मीर में यह पहला चुनाव है।

पहले चरण का मतदान 28 नवंबर को हुआ था और आठवें एवं अंतिम चरण का मतदान 19 दिसंबर को हुआ। कुल मिलाकर शांतिपूर्ण ढंग से संपन्न हुए इन चुनावों में 57 लाख पात्र मतदाताओं में से 51 प्रतिशत ने अपने मताधिकार का प्रयोग किया था। कश्मीर केन्द्रित मुख्य धारा की सात राजनीतिक पार्टियों ने गुपकर घोषणा पत्र गठबंधन (पीएजीडी) के बैनर तले चुनाव लड़ा था। इन पार्टियों में नेशनल कॉन्फ्रेंस और पीपुल्स डेमोक्रेटिक पार्टी भी शामिल हैं।
