पंचायत चुनावों पर फैसला आज!

आज होने वाली राज्य निर्वाचन आयोग की बैठक पंचायत चुनाव पर फैसले को लेकर अहम होगी। पंचायत चुनाव में कुल 30565 और शहरी निकायों में 420 जनप्रतिनिधियों का चयन किया जाएगा। इनमें 3615 प्रधान, इतने ही उपप्रधान, 21390 वार्ड मैंबर, 1696 पंचायत समिति सदस्य, 249 जिला परिषद सदस्य और 420 शहरी निकाय सदस्य शामिल हैं। शहरी निकाय का रोस्टर तथा पुरा शेड्यूल पहले ही जारी हो चुका है। अब इंतजार है तो पंचायत चुनाव के ऐलान का है। पंचायत चुनाव के लिए 21390 से अधिक पोलिंग बूथ स्थापित किए जाएंगे जबकि शहरी निकाय चुनाव के लिए 420 से ज्यादा मतदान केंद्र बनाए जाएंगे।
प्रत्येक मतदान केंद्र के लिए अलग-अलग पोलिंग पार्टियां तैनात की जाएंगी। हरेक पोलिंग पार्टी में कोविड को देखते हुए एक स्वास्थ्य कर्मचारी भी तैनात किया जा सकता है। इसी तरह प्रत्येक पंचायत व नगर निकाय के लिए एक असिस्टैंट रिटर्निंग ऑफिसर (एआरओ) तैनात होगा। एआरओ की देखरेख में नामांकन से लेकर मतगणना का काम संपन्न होगा।
चुनाव में 60 हजार से अधिक कर्मचारी ड्यूटी देंगे। इनमें तकरीबन 16 हजार पुलिस व होमगार्ड के जवान होंगे। अन्य कर्मचारी शिक्षा विभाग, स्वास्थ्य, पंचायतीराज एवं ग्रामीण विकास विभाग सहित सरकार के दूसरे विभागों, बोर्ड व निगमों से तैनात किए जाएंगे।
प्रदेश में पंचायत चुनाव 3 चरणों में होने हैं। अधिक बर्फ बाहुल इलाकों में पहले चरण में चुनाव करवाए जाएंगे। उससे कम बर्फ वाले इलाकों में दूसरे चरण तथा अन्य क्षेत्रों में तीसरे चरण में चुनाव का ऐलान हो सकता है। पंचायत चुनाव के लिए आज से सभी जिला को पोस्टल बैलेट, आरओ हैंड बुक, एआरओ हैंड बुक का वितरण आरंभ होगा क्योंकि पंचायतीराज संस्थाओं के चुनाव पोस्टल बैलेट पर करवाए जाते हैं। बाकी चुनाव सामग्री पहले ही सभी जिला को दी जा चुकी है। ज्यादातर जिला में मतपेटियां भी पहले ही पहुंचा दी गई हैं। बर्फ बाहुल क्षेत्र पांगी, भरमौर, काजा, केलांग, चम्बा, लाहौल को पहले ही बैलेट पेपर भेज दिए गए हैं, वहीं नगर निकाय चुनाव ईवीएम से करवाए जाएंगे।
