विजीलैंस ने जल शक्ति विभाग के 6 अधिकारियों सहित

10 लोगों के खिलाफ अदालत में 3 चार्जशीट दायर की हैं। जल शक्ति विभाग में 1.94 करोड़ की खरीद एवं वक्र्स ऑर्डर में फर्जीवाड़ा कर भ्रष्टाचार को अंजाम देने के आरोप में जांच एजैंसी ने विशेष जज शिमला की अदालत में उक्त चार्जशीट दायर की हैं। विजीलैंस के एडीजीपी अनुराग गर्ग ने चार्जशीट दायर किए जाने की पुष्टि की है। चार्जशीट में जल शक्ति विभाग शिमला के तत्कालीन एग्जीक्यूटिव इंजीनियर (ईई), असिस्टैंट इंजीनियर (एई) और 4 जूनियर इंजीनियर (जेई) सहित अन्य 4 लोगों को नामजद किया गया है।
जल शक्ति विभाग के तहत मैकेनिकल डिवीजन के तत्कालीन कुछ अधिकारियों ने वर्ष 2003 से लेकर 2006 के बच गैर-कानूनी तरीके से नियमों का पालन किए बिना 1.94 करोड़ रुपए की सामग्री खरीद डाली। विजीलैंस जांच में सामने आया कि तत्कालीन ईओ व एई के साथ 4 जेई और 4 निजी आपूर्तिकर्ताओं ने सुनियोजित तरीके से भ्रष्टाचार को अंजाम दिया और यह खरीद की। इसके साथ ही खुलासा हुआ है कि आपसी मिलीभगत से बिना टैंडर बुलाए आवश्यक सामान व उपकरणों की खरीद-फरोख्त हुई। इसके साथ ही बिना टैंडर आमंत्रित कर वक्र्स ऑर्डर जारी किए। जांच में खुलासा हुआ है कि विभाग के अधिकारियों ने वक्र्स ऑर्डर को कई हिस्सों में बांट दिया, ताकि वे आगे काम खुद आबंटित कर सकें।
वर्ष 2009 में जल शक्ति विभाग शिमला के अधीक्षण अभियंता की जांच रिपोर्ट के आधार पर विजीलैंस ने धोखाधड़ी व सरकारी धन के दुरुपयोग किए जाने को लेकर प्राथमिकी दर्ज की थी। विजीलैंस पिछले 11 सालों से मामले की जांच में जुटी हुई थी। ऐेसे में जांच एजैंसी ने पुख्ता साक्ष्य मिलने के बाद छानबीन को अंतिम रूप दिया और अब अदालत में चार्जशीट दायर की है।
जांच में खुलासा हुआ है कि आरोपियों ने कुछ ऐसी फर्मों से भी सामग्री की खरीद दर्शा दी, जो अस्तित्व में ही नहीं हैं। इसके साथ ही कुछ खरीद ऐसी फर्मों से दिखाई गई जोकि संबंधित सामान की सप्लाई करती ही नहीं हैं। इसके लिए आरोपियों ने फर्जी दस्तावेज तैयार किए, जिनकी विजीलैंस ने फोरैंसिक जांच भी करवाई।
